CHI was created to improve the health and well-being in Monterey County. Owned by Montage Health and Salinas Valley Memorial Healthcare System, CHI offers programs and services that help people live their best lives.

We collaborate with doctors and hospitals, health plans, patients, and community partners to promote wellness, improve care, and help lower healthcare costs for everyone.

We help people find solutions to overcome barriers to good health — financial, emotional behavioral, and clinical — so they can be more active, more independent, and more in control of their health.

We also help communities in our county address major health issues. We have a diabetes epidemic, and CHI is leading the effort to combat this disease.

Bill Warner

Chair, CHI Board of Managers, Montage Health Foundation Board of Trustees

Bill was involved in the technology industry, holding senior management positions at Cacheflow (now Blue Coat Systems); Silicon Graphics; and Sperry Univac (now Unisys: UNI). He retired from operational management in 2000.

Bill grew up in Pittsburgh, PA, and then re-located to the Midwest, where he graduated from the University of Kansas with a B.S. degree in Political Science and Business. He moved to San Francisco in 1980, and immediately engaged in the technology industry, residing for 20 years in Silicon Valley.

Bill serves as a advisory Director on the Board of Bartlett & Company – a large privately held agricultural company headquartered in Kansas City, MO. He also serves as an advisor to Vertical Ventures, a Santa Clara-based early-stage venture capital company. In addition, Bill has been Chair of the Board of Trustees of the Naval Postgraduate School Foundation for the past 7 years. NPS is the leading graduate research university focused on national security and defense.

Bill Warner has been married 31 years to his wife Anne, with two grown children – Chase and Molly. Bill and Anne are full-time residents in Pebble Beach.

He is active in athletics – golfing, biking, running, hiking, and mountain climbing.

Steven Packer MD

Steven Packer MD

President/CEO, Montage Health

Dr. Steven Packer was appointed as President/Chief Executive Officer of Community Hospital Foundation and its related corporation in January 1999. Prior to this appointment Dr. Packer served as Chief of Staff at Community Hospital of the Monterey Peninsula (1997-1999) and was Medical Director of Community Hospital’s Intensive Care Unit for 11 years.

A graduate of UCSF School of Medicine; he also completed Internal Medicine training there. A pulmonary and critical care fellowship followed at UC Irvine, and he attended the Stanford Executive Program at Stanford’s Graduate School of Business in 1999. In 2009, Dr. Packer was awarded a Walker-Sullivan Fellowship by the California Health Foundation and Trust, funding his study of mass casualty incident response in Israel.

In 2012 Dr. Packer served on “Let’s Get Healthy California Task Force”, a group convened by California’s Secretary of Health and Human Services. Dr. Packer is active in community and industry affairs and serves on the boards of the California Hospital Association (Immediate Past Chair), VHA West Coast, and NORCAL Mutual Insurance Company.

President/CEO, Salinas Valley Memorial Healthcare System

Pete Delgado is president/CEO of Salinas Valley Memorial Healthcare System, where he is responsible for directing the leadership and operations of an integrated network of health care programs, services and facilities. The Healthcare System encompasses an acute care public district hospital licensed for 269 beds, ten urgent care clinics, and a group of primary care and specialty physician practices with 70 practitioners. Salinas Valley Memorial employs more than 1,650 people and its medical staff includes 297 board-certified physicians.

During his tenure at Salinas Valley Memorial Healthcare System, Mr. Delgado has expanded access to care, greatly increasing the services available to all members of the community regardless of their ability to pay. Mr. Delgado is passionate about patient safety and improving the lives of the people in our community through providing patients and their families an exceptional experience, quality clinical outcomes, and an improved quality of life. This dedication to quality has been recognized by national hospital quality organizations such as Healthgrades, Leapfrog, and the Joint Commission.

Mr. Delgado was a founding member of the National Forum for Latino Healthcare Executives (NFLHE) – a national organization increasing the representation of Latinos at the executive level of hospitals across the country. Mr. Delgado has held board positions on the Hospital Association of Southern California, California Health Care Safety Net Institute, California Association of Public Hospitals and Health Systems, and currently California’s District Hospital Leadership Forum. The Hispanic Business magazine recognized Delgado as one of the Top 100 Influential People of 2009.

As a seasoned healthcare executive, Mr. Delgado has served in various leadership positions throughout his career, including Chief Executive Officer for the Los Angeles County + University of Southern California (LAC+USC) Healthcare Network; Executive Vice President and Chief Operating Officer for Christus Santa Rosa, a five Hospital Catholic Healthcare system; Chief Executive Officer for Valley Regional Medical Center (Columbia), a for profit Hospital; Chief Executive Officer for Kaiser Health Plan Hospitals in Northern California, managing 160,000 Kaiser Permanente members thru a network of two Kaiser Permanente Hospitals and 250 physicians.

Mr. Delgado received his Master of Science in Hospital Administration from Texas Women’s University, Houston, Texas, and his Bachelor of Science in Healthcare Administration from University of Houston / CLC. Houston, Texas. He has also participated in two senior executive programs at Stanford University and Harvard University respectively.

Mr. Delgado serves on the Board of Directors for Rancho Cielo, and is actively involved in the Central Coast community. He is the father of four children and has been married to his wife, Martha, since 1986.

Laura Zehm

Laura is Vice President and Chief Financial Officer of Community Hospital of the Monterey Peninsula (CHOMP). In that role she has led the development of two insurance products: Central Coast Community Mutual Insurance Company and Aspire Health Plan (a Medicare Advantage plan). She is the Chief Executive Officer for both of these insurance companies. She joined CHOMP in 1982 and has over 30 years of healthcare and financial experience. Laura grew up outside of Chicago and began her professional career there working for Blue Cross of Chicago.

Laura is a member of Financial Executives International and American College of Healthcare Executives. Laura is a Fellow in the Healthcare Financial Management Association (HFMA) and has served on a number of committees including the board of directors from 1998 – 2005 filling various positions including Chairperson. She has also served on the Board of the California Hospital Association as the Northern California HFMA designee for the years 2007 – 2008 and the Board of Natividad Medical Center (as part of a grant agreement between CHOMP and the County of Monterey) from July 2006 – December 2008. She has served on non-profit community Boards and committees to include the Monterey Institute for Research in Astronomy, Monterey County AIDS Project, Monterey Federal Credit Union and Carmel Mayor’s Task Force.

Laura earned her BS from Western Illinois University and her MBA from Golden Gate University.

Allen Radner MD

Allen Radner MD

Vice President and Chief Medical Officer, Salinas Valley Memorial Healthcare System

Allen Radner, MD is board certified in internal medicine and infectious diseases by the American Board of Internal Medicine. He has held various leadership positions at Salinas Valley Memorial Hospital, Natividad Medical Center and Community Hospital of the Monterey Peninsula. Such positions have included Infection Control Committee (Chair), Quality and Safety Committee (Chair), Pharmacy and Therapeutics Committee and SVMH Chief of Staff. Dr. Radner joined the executive team at Salinas Valley Memorial Healthcare System in August of 2014 as the Chief Medical Officer. Dr. Radner also serves as Associate Clinical Professor, Department of Family and Community Medicine for the University of California, San Francisco School of Medicine.

Dr. Radner earned his medical degree from Rush Medical College in Chicago, completed an internal medicine internship and residency at University of California, San Diego and continued on to completed his infectious diseases fellowship at Harbor-UCLA Medical Center

Lorenzi has more than 25 years of management experience in the health service industry, including progressive operational and financial leadership in business development, managed care contracting, strategic planning, and physician integration. She has a rich history of healthcare experience in Monterey County and is recognized for her strong physician relations skills. Lorenzi joined Community Hospital of the Monterey Peninsula (CHOMP) as vice president/chief operating officer of Community Health Innovations (CHI) in January of 2012.

In 2013, Lorenzi helped lead Monterey County physicians in the formation of the Monterey Bay Independent Physician Association (MBIPA), T the first and only IPA in Monterey County since 1996. The MBIPA provides Aspire Health Plan the professional services necessary to manage the health of its Medicare Advantage members.

Lorenzi was formerly senior vice president, Physician Integration and Business Development at Salinas Valley Memorial Healthcare System (SVMH), director of Business Development at Natividad Medical Center and director of Business Development at Merced Community Medical Center.

Lorenzi was appointed to the Natividad Medical Center board of trustees in August of 2006, one of seven community leaders providing direction and governance to maintain the sustainability of this Monterey County safety-net hospital.

Lorenzi distinguished herself by completing a Master’s of Health Administration at the University of Southern California. She is a graduate of California State University, Fresno.

Michele Averill

Michele Averill

CEO, Community Chapter Executive, American Red Cross

Michele Averill is the CEO, Chapter Executive of the American Red Cross Central Coast Chapter and provides leadership to the over 600 local volunteers and 8 employees to serve the nearly 765,000 residents in Monterey, Santa Cruz and San Benito Counties with lifesaving programs and services.

Prior to joining the Red Cross, Michele spent 13 years with Saint Louise Regional Hospital in Gilroy. She started as the Breast Center Coordinator where she oversaw the successful merger of two staff teams from competing facilities. She later became the Director, Physician Relations and Marketing where she successfully recruited high quality physicians, increased physician retention, and spearheaded a community-building program.

In 2006, Michele was promoted to Chief Executive Officer and Foundation Vice President of Development. She launched the first Capital Campaign for Saint Louise Regional Hospital and collaborated with community leaders and created “Partners for Healthcare Excellence,” a fundraising committee formed by community members to address unfunded needs for the hospital. She also planned a number of successful events including The Chiala Wine Event which was the brainchild of her and George Chiala Sr. to bring the community and local restaurants and wineries together at the beautiful Chiala Estate.
Having grown up in pastoral Corralitos, Michele has been an avid gardener since childhood. Combining her passion for horticulture and charitable giving, Michele was instrumental in forming a partnership between the Master Gardener Program of Santa Clara County and Saint Louise Hospital. Through this partnership a garden was established on the Saint Louise Hospital campus. The garden provides refuge for patients and families, and provides donated fruits and vegetables to St. Joseph’s Family Center in Gilroy feeding the hungry.

She serves on the Board Quality Committee of Salinas Valley Memorial Hospital and has also been a member of the Gilroy Rotary, and is currently a member of the Aptos Rotary. She has been an active volunteer with a number of local nonprofits.

Michele studied Radiologic Technology at Cabrillo College in Aptos, Calif., graduating with honors. She earned her State of California and National Licenses in Radiology, Mammography, and Fluoroscopy. Michele received a Bachelor’s degree in Applied Science and Technology from Thomas A. Edison State College in Trenton, NJ. She has completed the Fundraising Management Program at University of Wisconsin Madison School of Business and the Principles and Techniques of Fundraising Program at Indiana University, Center for Fundraising.

Albert J. Nicora, Esq. graduated from Stanford University and the Hastings College of Law. He was admitted to The State Bar of California in 1980. Mr. Nicora is the founder of the Law Offices of Albert J. Nicora and now partner in the Law Offices of Nicora & Hespe LLP. Mr. Nicora has served as an attorney practicing Civil Litigation, Business Law and Estate Planning for more than thirty years. He offers experience in handling a wide variety of major and multiparty corporate litigation, including contract matters, breach of partnership, corporate fiduciary obligation matters and commercial disputes. He is also a licensed California Real Estate Broker.

Since 1975, he has served as a California Probate Referee for the Superior Court. He was originally
appointed as a Probate Referee in his hometown of Oakland, California, where he served the courts of Alameda County. After moving his family to the Monterey Peninsula, he was appointed by the State Controller to serve the Monterey County Courts in 1991 and has served in that capacity since then. The court frequently appoints Mr. Nicora to serve as special master, special trustee or referee in difficult matters. He is an expert in Probates, Conservatorships, Trust Matters, and Estate Planning.

A frequent public speaker on numerous topics, Mr. Nicora is regularly invited to talk regarding estate planning before community groups. These talks include various charitable giving alternatives available to potential donors. He also has written and published articles in professional and trade association periodicals and books.

Mr. Nicora belongs to several community service organizations and serves on local boards and committees including Legal Services for Seniors. He coordinated the fundraising plan for the completed Murphy Center at the Carmel Mission and has served on the annual fundraising event committee for ten years. Mr. Nicora’s wife, Melanie, is equally active in community affairs, having served as Junior League President, National Charity League member and Parent Club Co-president at at Junipero Serra School.

Married for over 30 years, Mr. Nicora has four beautiful daughters. Stephanie, his oldest daughter, studied Psychology and Political science at Barnard and Columbia University in New York. Catherine studied theater arts and journalism at New York University. Jackie graduated from Santa Clara University and is currently enrolled at UC Hastings College of the Law. Youngest daughter Maria graduated early with a degree in Psychology from Loyola University Chicago.
